A gross of โฌ40,000 for 2026 gives net pay of roughly โฌ27,430 a year, about โฌ2,286 a month. IRPEF, including the average regional and municipal addizionali and after the employee detrazione, comes to around โฌ8,890. Employee INPS contributions take another โฌ3,680 or so at the 9.19% rate.
Italy carries one of the heavier burdens in southern Europe, though the detrazioni available to employees bring the final bill well below what the raw brackets suggest.

Sitting on top are the regional addizionale, between roughly 1.23% and 3.33%, and the municipal addizionale, anywhere from zero to 0.9% depending on where you live.

Other contingencies: about 0.30%
Total: around 9.49% of the contribution base
The employer pays a great deal more, close to 23.81%, which is why the true cost of employing someone in Italy runs well above the gross salary written into the contract.
It is a credit for employed workers, worth as much as โฌ1,955 a year at incomes up to โฌ15,000 and tapering off as income approaches โฌ55,000.
For middle earners it changes the IRPEF actually owed by a meaningful amount, and it is applied automatically in the figures shown.
There is, and it is generous enough to be politically contested. The Impatriati regime exempts up to 50% of income from IRPEF for five years, extendable to ten where certain conditions are met, for people moving to Italy or returning after time abroad.
It has turned Italy into a serious option for returning expatriates and for remote workers on foreign payrolls. The calculator here uses ordinary IRPEF rates rather than the regime.
